Overview SUMMARY: Manage and coordinate the maintenance and operation of the golf course grounds and the maintenance shop. Exercise general supervision over course maintenance workers, seasonal and part-time labor. Responsibilities Supervise assigned operations of course management including planning, directing, assigning, reviewing and coordinating the operations and maintenance of an 18-hole golf course. Participate in the development and implementation of goals, objectives and priorities for assigned programs including equipment maintenance; recommend and administer policies and procedures. Develop and maintain a golf course maintenance management system, which includes operating procedures and methods. Participate in the development and administration of the annual budget to include forecasting of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures. Purchase equipment and materials in accordance with the City of Coffeyville’s Procurement Policy. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of golf course maintenance; serve on boards and committees as assigned. Attend training as required. Serve as liaison with other City departments, divisions and outside organizations and agencies; negotiate and resolve sensitive and controversial issues. Ensure compliance with local, state and federal regulations. Respond to and resolve citizen inquiries and complaints. Ensures equipment is properly maintained and in good working order. Recommends repairs or replacement. Participate in the selection, training, and evaluation of department personnel; provide for or coordinate staff training, work with employees to resolve complaints and correct deficiencies; implement disciplinary actions. Leads and motivates employees to achieve department goals. Provides for the safety of self and other employees through on the job training and formal safety training. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. On call 24 hours a day, 7 days a week. Qualifications Education and/or Experience: Associate’s degree or equivalent from a two-year college or technical school plus 5 years’ related experience; or ten years related experience in a supervisory role and/or training; or equivalent combination of education and experience. Requires a good mechanical aptitude. Knowledge: Must have satisfactory knowledge of the following: recent developments, current literature and sources of information regarding golf course turf management; golf course equipment and the operation of such; operations, services, and activities of the City; maintenance and repair of tools and equipment associated with golf course maintenance; principles of supervision, training, and performance evaluation; pertinent Federal, State, and Local laws, codes, and regulations; modern office procedures, methods, and computer equipment. Language Skills: Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively and communicate with the public and employees of the organization. Mathematical Skills: Ability to calculate figures and amounts such as discounts, percentages, slopes, grades and elevations, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. Ability to work fractions. Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Make sound decisions and use good judgment; demonstrate intellectual capabilities; evaluate the effectiveness of programs and personnel; analyze and interpret data and trends; estimate time and materials needed for projects. Certificates, Licenses, Registrations: Must possess a valid driver’s license and have the ability to obtain a commercial driver’s license, if necessary. Must possess or have the ability to obtain a GCSA certificate and a Kansas herbicide applicators license.
