ECONOMIC DEVELOPMENT DIRECTOR

Department: Community & Economic Development

Division: Economic Development

Pay Grade: GRADE 180: $103,682.33 - $150,339.37

FLSA Status: Exempt, Non-Merit, Full-Time, & Eligible for Benefits

GENERAL PURPOSE

This position manages, supervises, and coordinates the Economic Development Division's programs, budgets, and activities. The position is responsible for developing and implementing the division's strategies for business recruitment, business retention and expansion, small business support, and redevelopment. Receives general administrative direction from the Community and Economic Development Executive Director. Exercises direct supervision over professional, technical, and clerical staff.

ESSENTIAL JOB FUNCTIONS

  • Develop and direct the implementation of the Economic Development Division's strategy, programs, activities, and budgets; lead the division's work on business recruitment, retention and expansion, small business support, and redevelopment; report on division activities/outcomes and evaluate ongoing effectiveness/impact, including results related to supporting the mission/vision outlined in "The Ogden Way Framework."
  • Assist in identifying, structuring, financing, and constructing meaningful projects to improve Ogden's economic base and quality of life.
  • Manage Economic Development personnel, including, as appropriate, selecting, training, motivating, evaluating, working with employees to correct deficiencies, implementing discipline, and terminating employees when necessary.
  • Oversee preparation and administration of the Economic Development Division budget.
  • Keep abreast of new trends and innovations in Economic Development.
  • Maintain relationships with state and regional economic development and educational organizations and key community partners that support businesses, business recruitment, and redevelopment activities.
  • Maintain relationships with development partners and manage redevelopment projects, including project assessment, proposals, development agreements, real estate transactions, and approvals from the City redevelopment board and community partners.
  • Collaborate with other City departments/divisions as needed to support overall City activities.
  • Represent Ogden City and its business/economic development goals, strategies, and projects to elected officials, businesses, community groups, and other key stakeholders.
  • Prepare and present project/activity reports to elected officials and the public, including participation in community engagement activities.
  • Respond to and resolve difficult and sensitive business and citizen inquiries and challenges.
  • Participate in safety and risk management activities; take action to reduce liability to the city.
  • Attendance and punctuality are essential functions of this position. Employees are required to work as a team and frequently meet with co-workers and supervisors; employees are required to communicate in person with the public during office hours; and employees are required to use on-site equipment.
  • Perform other related duties as required/assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • At least five years of increasingly responsible economic development and/or redevelopment experience, including at least three years of supervisory and administrative responsibility.
  • Bachelor's Degree in Business, Urban Planning, Public Administration, Economics, Organizational Development, or a related field.
  • Certified Economic Developer (CED) designation preferred.
  • An equivalent combination of the above-stated work experience and education is acceptable.

SPECIAL REQUIREMENTS

  • Possession of, or ability to obtain an appropriate, valid Utah driver's license.
  • Employees will be required to complete NIMS IS100, IS200, ICS300, IS700, IS800, IS701, IS703, IS775, IS814, IEMC course(s), and position-specific ICS courses based on assignment within one year of hire.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of the principles and practices of municipal budget preparation and administration.
  • Knowledge of economic development, urban planning, and real estate development principles and practices.
  • Knowledge of the principles of employee supervision, training, and performance evaluation.
  • Knowledge of Department of Housing and Urban Development (HUD) program guidelines, state redevelopment law, and other related regulations.
  • Knowledge of the principles and practices of program development and administration.
  • Knowledge of standard research methods and resources.
  • Skill in analyzing programs, policies, and operational needs.
  • Skill in performing mathematical calculations.
  • Skill in working professionally in a team setting or independently.
  • Skill in organizing time and workload and adapting work priorities when needed.
  • Skill in using Microsoft Office Suite, including Excel, Word, PowerPoint, and Outlook.
  • Skill in selecting, managing, training, and evaluating staff.
  • Skill in negotiating and managing contracts with consultants and developers.
  • Skill in preparing clear and concise administrative and financial reports.
  • Skill in communicating clearly and concisely, both orally and in writing, including public presentations/speaking.
  • Ability to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading and writing, and operating assigned equipment as required by the position.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work.
  • Ability to maintain mental capacity, which allows for effective interaction and communication with others.
  • Ability to comply with all city policies and regulations, including safety and risk management standards.
