Job Summary

The Minnesota Department of Health is seeking a highly skilled professional to provide leadership and subject matter expertise in cancer registry operations and data modernization for the Minnesota Cancer Reporting System (MCRS). This position oversees the information management activities of MCRS, including the Data Management Unit (DM) and the Special Studies Support program, ensuring accurate and reliable statewide cancer data collection.

The role is responsible for planning, coordinating, and supervising electronic and non-electronic cancer reporting activities; directing business operations for MCRS information management; and advancing modernization initiatives related to electronic health record data exchange and transfer (PHINMS, TEFCA/USCDI, HL7, FHIR, electronic case reporting, eMaRC Plus). The position also provides cancer-related health informatics expertise to guide the design, development, and maintenance of electronic data systems and supports special studies utilizing MCRS data.

Through collaboration with internal and external partners, this position ensures MCRS maintains compliance, accuracy, and innovation in cancer surveillance while contributing to statewide public health research, reporting, and policy efforts.

Key responsibilities include:
  • Supervise cancer registry data management and special studies support staff in accordance with MCRS goals and objectives, the terms of collective bargaining agreements, department policies, and good supervision principles and practices to ensure that the goals of the unit are accomplished.
  • Responsible for leading and coordinating MCRS data management business and data modernization design, development, implementation, maintenance, and improvement with DM and, as needed, other MCRS staff.
  • Lead and ensure primary MCRS data management responsibilities and processes with MDH, MNIT, and MDH contractors are timely and operating as required.
  • Ensure primary MCRS data management responsibilities, processes, and communications with MCRS reporting facilities are timely and operating as required.

Qualifications

Minimum Qualifications

Experience:
  • Two years of experience in central or hospital cancer registry.
  • Demonstrated leadership experience. Demonstrated leadership experience may include any of the following:
    • Experience as a supervisor, team lead, lead worker, OR project lead.
    • Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI).
    • Completion of a similar or equivalent leadership development program through another organization.
    • A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG).This experience must also include:
      • 1+ years of identifying issues, goals, and strategic actions.
      • 100+ hours per year time commitment.
Certification/Licensure:
  • Certification by the National Cancer registrar's association (NCRA) as an Oncology Data Specialist.

A degree in public health, public policy, public administration, community health, or related program may count towards duration of experience as follows:
  • Associate's = 6 months
  • Bachelor's = 12 months.
  • Master's = 18 months.
  • Doctoral = 24 months.

To be assessed at interview:
  • Ability to provide vision, strategy, and mentorship sufficient to achieve organizational goals.
  • Knowledge medical records methodology and cancer registration.
  • Knowledge of Microsoft Excel and SQL to identify and modify data in databases.
  • Skill in applying data modernization and cancer registry expertise, including knowledge and experience with HL7 and FHIR interoperability standards, electronic pathology reporting processes, eMaRC software.
  • Skill in interpersonal communication and collaboration, including experience leading, training, and supervising staff; engaging and maintaining partnerships with health facilities; collaborating with neighboring state cancer registries, CDC (NPCR), NAACCR, and the National Cancer Registrars Association (and regional affiliates).
Preferred Qualifications
  • Supervisory or lead worker experience with cancer registry or other data management staff.
  • Experience implementing policies and procedures of a central or hospital cancer registry.
  • Experience in data modernization tools, interoperability standards, and experience with state or federal data-related technology systems.
  • Experience with interpretation of policies and procedures and federal and state regulations.
  • Designing, implementing, and evaluating reports, policies, and systems change approaches as they relate to accomplishing objectives of a state or federal agency.
Additional Requirements
  • Successful completion of a background check.
  • This employment does not require a valid driver's license, but it does demand travel, which the candidate will be responsible for meeting.
